Assessment
The BID assessment was established by the Honolulu City Council through Ordinance 25-47 to provide dedicated funding for services that enhance Downtown Honolulu beyond the City's baseline level of service. Assessment revenue supports enhanced cleaning and maintenance, safety and hospitality services, beautification, marketing and events, and economic development initiatives that benefit the district.
Why did I receive an assessment notice?
You received an assessment notice because you are an owner or ground lessee of property located within the Downtown Honolulu Business Improvement District.
Certain properties are exempt from the BID assessment under City Ordinance 25-47, including residential properties and certain government-owned and tax-exempt properties. If you have questions about whether your property is subject to the assessment, please contact the Downtown Honolulu BID.
How is my assessment calculated?
The assessment is calculated using the assessed value of each property as determined by the City & County of Honolulu Real Property Assessment Division. The assessment rate is $0.75 per $1,000 of assessed property value.
When are assessments billed?
Assessments are billed twice each year.
Period 1:
Mailed July 20
Due August 20
Period 2:
Mailed January 20
Due February 20
How do I make sure I receive my assessment notice?
Assessment notices are mailed to the property owner's mailing address on file with the City & County of Honolulu Real Property Assessment Division. To ensure you receive future assessment notices and other important correspondence from the Downtown Honolulu BID, please verify that your mailing address is current.
If your mailing address has changed, you can update it through the Department of Budget and Fiscal Services Real Property Assessment Division website by selecting the yellow "Change Mailing Address" button.

Who oversees the BID?
The Downtown Honolulu BID is governed by a volunteer Board of Directors representing Downtown property owners. The Board establishes priorities, approves budgets, and provides oversight to ensure assessment funds are invested responsibly.
